A new funding mechanism would be created so that only users of the infrastructure would be responsible for the reimbursement of pillar charges.
Fortunately, the government has realised that the increase in sales of electric and plug-in hybrid cars must be accompanied by a rapid development of a network of charging terminals.
It has set a target of 100,000 terminals accessible to the public by the end of this year; in February, there were just over 30,000. In order to achieve its ambitious goal, the government relies on the efforts of local and regional authorities and large companies, including supermarket chains, with of course financial support.
However, charging takes place first at home. And it's still complicated for those who live in apartments. In fact, a study by Enedis told us earlier this year that 57% of the owners of an electric vehicle living in buildings connected from their apartment! The good news is, there's going to be something new. As part of the consideration of the Climate Bill, members of Parliament adopted a mechanism to speed up the installation of pillars in condominium buildings.
There is already the right to take, at its own expense with a separate meter, which was, moreover, relaxed at the beginning of 2021 (with the possibility of placing a plug outdoors). The new idea is to propose an alternative financing mechanism according to which only "infrastructure users will bear the reimbursement of the terminals", also co-financed by the electricity distribution system operator. As a result, several co-owners can unite but without charging everyone.
The government thus wishes to lift a brake, and avoid blockages by residents who do not intend to use the bounds and therefore do not want to get their hands on the wallet. Decision-making would be facilitated "by moving to a simple majority" at the general meeting of joint owners.
